Summary:	A. A had asked for information that was available about him in the information stocks of the Department of Social Institutions and Enterprises (SEB). The SEB gave him some documents, but stated that it no longer had any further data. A filed an objection with the Social welfare Authority of the city of Zurich, which was then forwarded to the city council. The city council declared the objection null and void. A then filed a complaint with the District Council of Zurich, which rejected the complaint and charged procedural costs in the amount of Fr. 828.- imposed. A filed a complaint with the Administrative court and requested that the acceleration requirement was violated and that the case should be rejected for re-evaluation to the district council. The administrative court found a delay in the law and assigned the costs to the district council and the respondent.
