Summary:	The Education Council of the Canton of Zurich granted A the management of a private school in 2000. After various conditions and a rejected appeal, A turned to the Administrative Court to request the lifting of the conditions. The court ruled that the requirements of the Volksschulamt to ensure adequate primary education were justified. In addition, it was found that A was not entitled to only partially fulfill the curriculum and to forgo French lessons. A's application was rejected, and the court costs in the amount of Fr. 3'000.-- as well as other expenses were imposed on him.
