Summary:	A has been holding the dog C since the beginning of 2015 and was asked to provide proof of expertise. After several correspondences, A was asked to provide the proof. A filed a complaint and demanded to be exempted from the obligation. The veterinary office canceled his order, but insisted on the costs. A again filed a complaint, which was dismissed. A filed an objection and demanded that the costs be covered by the state treasury. The administrative court decided that A must bear the costs, since he did not provide the proof on time.
