Summary:	A French citizen was caught in Switzerland with a fake Belgian identity card, but it could not be proved that he used it. The District Ministry of the Nord-Vaud has decided not to investigate further and to seize the fake card. The person concerned appealed against this decision, but the appeal was rejected as late and unfounded. The court costs were imposed on the opponent, who must accept the verdict.
