Summary:	J.__, an inmate, asked for immediate conditional release on March 30, 2020, as he was at risk of being detained due to his HIV infection and the risk of Covid-19 infection. Despite a medical certificate and several letters, his application was rejected. He then filed a complaint on April 16, 2020 for denial of rights and unjustified delay. The court ruled that there was no denial of rights or delay and dismissed the appeal. The court costs of CHF 1,210 were imposed on J.__.
