Summary:	The insured H. has applied for a disability insurance benefit, which was rejected by the IV office of the Canton of Vaud. He then tried to withdraw his application, but this was rejected. As a result, the IV-Stelle refused the service. H. then filed a complaint with the Social Insurance Court of the Canton of Vaud, but it was rejected. The court costs were not charged because the complainant did not prevail.
