Summary:	In the present case, the question at issue is whether the complainant has an incapacity for work due to a health impairment that entitles him to benefits in accordance with his new application date of August 21, 2017. It is being discussed whether his degree of disability was significantly changed between the decision of October 15, 2012 and the controversial decision of September 18, 2018. The Authority agrees to an additional examination, including psychiatric expertise and, if necessary, somatic expertise. Therefore, the appeal is considered justified, the decision is canceled and the case is referred back to the authority for further investigation and a new decision. The court costs are set at CHF 400 and are imposed on the Office for Disability Insurance of the Canton of Vaud. The complainant will receive CHF 1,500 as appropriate compensation for the costs, which will also be imposed on the Office.
